Dokuchaevsk City Council

The Dokuchaevsk City Council, hereinafter referred to as the Council, shall be the representative body of the city of Dokuchaevsk, Ukraine. The Council shall consist of deputies elected by the residents of the city for a term of five years. The Council shall exercise its powers in accordance with the Constitution of Ukraine, this Law, and other legislative acts of Ukraine.

The Council shall have the power to adopt decisions on issues related to the social and economic development of the city, including budgetary and financial matters. The Council shall also have the power to exercise control over the executive bodies of the city and to hold them accountable for their actions. The Council's decisions shall be binding on the executive bodies of the city.

The Council shall be headed by a Chairman, who shall be elected by the deputies of the Council from among their number. The Chairman shall preside over the meetings of the Council, sign its decisions, and represent the Council in its relations with other bodies. The Chairman shall also have the power to appoint and dismiss the officials of the Council's apparatus.

The Council shall have the right to establish commissions and other bodies to assist it in the exercise of its powers. These commissions and bodies shall be composed of deputies of the Council and experts in the relevant fields. The Council shall also have the power to invite representatives of the executive bodies of the city and other persons to participate in its meetings and to provide information and expertise.

The Council shall be accountable to the residents of the city and shall provide them with information on its activities and decisions. The Council shall also have the power to hold public hearings and to conduct other forms of public consultation. The Council's meetings shall be open to the public, except in cases where the discussion of confidential or sensitive information is required.
