Debaltseve City Council

The Debaltseve City Council, hereinafter referred to as the Council, shall be the representative body of the Debaltseve territorial community, exercising its powers in accordance with the Constitution of Ukraine, this Law, and other legislative acts of Ukraine. The Council shall consist of deputies elected by the residents of Debaltseve for a term of five years. The number of deputies shall be determined by the Central Election Commission of Ukraine. The Council shall be responsible for addressing issues of local importance.

The Council shall have the power to adopt decisions on issues within its competence, including the approval of the city budget, establishment of local taxes and fees, and organization of local healthcare and education systems. The Council shall also have the power to exercise control over the executive bodies of the city and to hold them accountable for their actions. The Council's decisions shall be binding and shall be executed by the executive bodies of the city.

The Chairman of the Council shall be elected by the deputies of the Council from among their number and shall be the head of the Council. The Chairman shall preside over the meetings of the Council, sign its decisions, and represent the Council in relations with other bodies and organizations. The Chairman shall also be responsible for the organization of the Council's work and for ensuring the execution of its decisions.

The Council shall have the right to establish permanent and temporary commissions to consider specific issues and to prepare proposals for the Council's decisions. The commissions shall be composed of deputies of the Council and may include representatives of the executive bodies of the city and other experts. The commissions shall report to the Council on their activities and shall submit proposals for its consideration.

The Council shall be accountable to the residents of Debaltseve and shall report to them on its activities. The Council shall hold public meetings and shall provide information on its decisions and activities to the mass media and to the public. The Council shall also have the power to hold referendums on issues of local importance, in accordance with the laws of Ukraine.
