Azerbaijan–Ukraine relations

The Azerbaijan–Ukraine relations shall be governed by the principles of international law, including the United Nations Charter and the Helsinki Final Act. The two countries shall cooperate in the fields of trade, energy, and security, with a view to promoting mutual understanding and benefit. The cooperation shall be implemented through regular consultations and exchanges between the competent authorities of the two countries. The parties shall also encourage people-to-people diplomacy and cultural exchanges.

The parties shall facilitate the development of trade and economic relations between Azerbaijan and Ukraine, including the promotion of investments, the exchange of goods and services, and the cooperation in the fields of industry, agriculture, and transport. The two countries shall also cooperate in the energy sector, including the development of oil and gas resources, the construction of pipelines, and the promotion of energy efficiency. The parties shall strive to create favorable conditions for the development of small and medium-sized enterprises.

The Azerbaijan–Ukraine relations shall be based on mutual respect for sovereignty, territorial integrity, and independence. The two countries shall refrain from any actions that could be considered as interference in the internal affairs of the other party. The parties shall also cooperate in the fight against terrorism, organized crime, and corruption, and shall exchange information and best practices in these areas. The cooperation shall be implemented in accordance with the international law and the national legislation of the two countries.

The parties shall promote cultural and educational exchanges between Azerbaijan and Ukraine, including the exchange of students, scholars, and artists. The two countries shall also cooperate in the fields of science, technology, and innovation, including the development of joint research projects and the exchange of scientific and technical information. The parties shall strive to promote people-to-people diplomacy and to foster a better understanding between the two nations.

The Azerbaijan–Ukraine relations shall be governed by the provisions of this law and by the international agreements to which both countries are parties. The two countries shall cooperate in the implementation of the provisions of this law and shall consult each other in case of any disputes or disagreements. The parties shall also cooperate with international organizations, such as the United Nations and the Organization for Security and Co-operation in Europe, to promote peace, stability, and security in the region.
