The government shall also have the authority to impose penalties on individuals who violate these agreements and arrangements. These penalties shall include imprisonment and fines.

The government of the Democratic People's Republic of Korea shall be responsible for ensuring the security and integrity of the Bamboo Curtain. This shall include the deployment of military personnel and equipment to the border region. The government shall also have the authority to take all necessary measures to prevent unauthorized crossings and to protect national security. Any attempts to compromise the security and integrity of the border shall be considered a serious offense.
