Bolivia–Portugal relations

The Government of Bolivia and the Government of Portugal shall promote and strengthen their diplomatic relations, based on mutual respect, trust, and cooperation. The two countries shall maintain regular diplomatic contacts and exchanges, with a view to deepening their understanding and collaboration. This cooperation shall be guided by the principles of international law and the United Nations Charter. The parties shall also promote people-to-people exchanges and cultural cooperation.

The Contracting Parties agree to cooperate in the fields of trade, education, and culture, with a view to promoting economic development and regional integration. They shall encourage the exchange of goods, services, and ideas, and shall facilitate the movement of persons, goods, and services between their territories. The parties shall also promote joint research and development projects, and shall provide technical assistance to each other. This cooperation shall be carried out in accordance with their respective laws and regulations.

The Government of Bolivia and the Government of Portugal shall establish a Joint Commission to oversee the implementation of this Agreement. The Joint Commission shall meet regularly to review the progress of cooperation, identify new areas of cooperation, and resolve any disputes or issues that may arise. The Commission shall be composed of representatives from both countries, and shall be co-chaired by the Ministers of Foreign Affairs of Bolivia and Portugal. The Commission shall report to the Governments of both countries on its activities and recommendations.

The Contracting Parties agree to promote investment and economic cooperation between their countries, with a view to creating jobs, stimulating economic growth, and improving the standard of living of their citizens. They shall encourage and facilitate investment in key sectors such as agriculture, industry, and services, and shall provide a favorable business climate for investors. The parties shall also cooperate in the development of infrastructure, including transportation, energy, and telecommunications. This cooperation shall be carried out in accordance with their respective laws and regulations.

The Government of Bolivia and the Government of Portugal shall settle any disputes or disagreements arising from the interpretation or implementation of this Agreement through diplomatic channels. They shall endeavor to resolve such disputes through negotiation, mediation, or other peaceful means, and shall refrain from taking any action that may aggravate the dispute. The parties shall also consider referring disputes to international arbitration or other dispute resolution mechanisms, as agreed upon by the parties. The dispute resolution process shall be guided by the principles of fairness, transparency, and good faith.
