North Korea–Russia relations

The Democratic People's Republic of Korea and the Russian Federation shall cooperate in the protection of intellectual property rights, including patents, trademarks, and copyrights. This cooperation shall be carried out in accordance with the laws and regulations of each country, as well as international agreements to which both countries are parties. The two countries shall exchange information and best practices in the field of intellectual property protection. This cooperation shall contribute to the development of bilateral trade and economic relations.

The Russian Federation shall provide technical assistance to the Democratic People's Republic of Korea in the development of its intellectual property system, including the training of personnel and the establishment of intellectual property offices. The two countries shall also cooperate in the prevention of intellectual property infringement, including the counterfeiting of goods and the piracy of copyrighted works. This cooperation shall be carried out through regular consultations and the exchange of information.

The Democratic People's Republic of Korea and the Russian Federation shall ensure that their laws and regulations regarding intellectual property protection are consistent with international standards and agreements. The two countries shall also cooperate in the negotiation and implementation of international agreements related to intellectual property, including the World Intellectual Property Organization (WIPO) treaties. This cooperation shall contribute to the development of a fair and equitable international intellectual property system.

The Russian Federation and the Democratic People's Republic of Korea shall establish a joint committee to oversee the implementation of this agreement and to discuss issues related to intellectual property protection. The joint committee shall meet regularly to exchange information, discuss best practices, and identify areas for cooperation. The committee shall also provide recommendations to the governments of the two countries on matters related to intellectual property protection.

The Democratic People's Republic of Korea and the Russian Federation shall resolve any disputes arising from the interpretation or implementation of this agreement through diplomatic channels. The two countries shall also consider the use of alternative dispute resolution mechanisms, such as mediation and arbitration, to resolve disputes in a fair and efficient manner. This agreement shall enter into force on the date of its signing and shall remain in force for a period of five years, unless terminated by either party with written notice.
