accession of Turkey to the European Union

The Republic of Turkey shall ensure that its labour laws and regulations are in conformity with the European Union's acquis communautaire, particularly with regard to the free movement of workers, equal treatment, and non-discrimination. This includes the implementation of EU directives on employment, occupational health and safety, and social security. The Turkish government shall also establish an effective system for monitoring and enforcing compliance with these laws and regulations. The system shall include mechanisms for reporting and addressing violations.

Turkey shall take all necessary measures to prevent and combat discrimination on the grounds of nationality, race, gender, sexual orientation, religion, or any other status, in accordance with EU law and the European Convention on Human Rights. This includes the adoption of legislation and policies that promote equal opportunities and treatment in employment, education, and social services. The Turkish government shall also establish an independent body to monitor and investigate complaints of discrimination.

The Republic of Turkey shall ensure that its social security system is in line with EU standards, providing adequate protection for workers and their families, including access to healthcare, pension, and unemployment benefits. The Turkish government shall also take measures to promote social dialogue and collective bargaining, and to strengthen the role of trade unions and employers' organizations in the labour market. This includes the establishment of a tripartite social dialogue mechanism.

Turkey shall implement EU law on health and safety at work, including the adoption of legislation and regulations on occupational health and safety, and the establishment of a national authority responsible for monitoring and enforcing compliance. The Turkish government shall also take measures to promote a culture of prevention and risk assessment, and to provide training and information to workers and employers on occupational health and safety issues.

The Republic of Turkey shall ensure that its labour inspection system is effective and independent, with the power to conduct inspections and investigations, and to impose penalties and sanctions for non-compliance with labour laws and regulations. The Turkish government shall also take measures to strengthen the capacity and resources of the labour inspection authority, and to promote cooperation with other enforcement agencies and social partners.
