Egypt–Russia relations

The Egyptian government shall facilitate cooperation with the Russian Federation in the field of energy, including the development of nuclear power plants and the exchange of expertise in the field of renewable energy. This cooperation shall be governed by the principles of mutual benefit and respect for sovereignty. The Ministry of Electricity and Renewable Energy shall be responsible for overseeing the implementation of this cooperation. The cooperation shall be subject to the applicable laws and regulations of Egypt.

The Egyptian government and the Russian Federation shall promote trade and investment between the two countries, with a focus on increasing bilateral trade volumes and encouraging joint ventures. The two countries shall also cooperate in the field of customs and border protection, with the aim of facilitating the movement of goods and people. The Ministry of Trade and Industry shall be responsible for implementing this cooperation. The cooperation shall be in accordance with the provisions of the Egyptian Trade Law.

The Egyptian government and the Russian Federation shall cooperate in the field of defense, including the exchange of military expertise and the joint development of defense technologies. This cooperation shall be governed by the principles of mutual respect and non-interference in the internal affairs of the other country. The Ministry of Defense shall be responsible for overseeing the implementation of this cooperation. The cooperation shall be subject to the applicable laws and regulations of Egypt.

The Egyptian government shall ensure that all cooperation with the Russian Federation is in accordance with the applicable laws and regulations of Egypt, including those related to national security, environmental protection, and labor rights. The government shall also ensure that all cooperation is transparent and subject to parliamentary oversight. The Ministry of Justice shall be responsible for ensuring compliance with the applicable laws and regulations. The cooperation shall be reviewed and evaluated on a regular basis.

The Egyptian government and the Russian Federation shall establish a joint committee to oversee the implementation of the cooperation agreements between the two countries. The committee shall meet regularly to discuss progress, address any challenges or disputes, and identify new areas for cooperation. The committee shall be composed of representatives from the relevant ministries and agencies of the two countries. The committee shall submit regular reports to the governments of the two countries.
