India–Vietnam relations

The Government of Vietnam and the Government of India shall promote mutual understanding and cooperation in the fields of trade, defense, and culture, as outlined in the Agreement on Cooperation signed on January 10, 2018. This agreement aims to strengthen the bilateral relationship between the two countries and enhance regional stability. The cooperation shall be guided by the principles of sovereignty, non-interference, and mutual benefit. The agreement shall be reviewed and updated every two years.

The two governments shall facilitate the exchange of goods, services, and ideas between their respective countries, with a view to promoting economic growth and development. The exchange shall be governed by the laws and regulations of each country, and shall be subject to the provisions of international law. The governments shall also encourage people-to-people exchanges, including tourism, education, and cultural exchanges. The exchange programs shall be designed to promote mutual understanding and cooperation.

The Government of Vietnam and the Government of India shall cooperate in the field of defense, including joint exercises, training programs, and exchange of defense personnel. The cooperation shall be guided by the principles of mutual trust, respect, and benefit. The two governments shall also work together to address common security challenges, including terrorism, piracy, and cybercrime. The defense cooperation shall be subject to the provisions of international law and the laws of each country.

The two governments shall promote cultural exchanges and people-to-people contacts, including the exchange of artists, writers, and intellectuals. The cultural exchanges shall be designed to promote mutual understanding and appreciation of each other's cultures. The governments shall also encourage the establishment of cultural institutions, including museums, libraries, and cultural centers. The cultural exchanges shall be subject to the laws and regulations of each country.

The Government of Vietnam and the Government of India shall establish a joint committee to oversee the implementation of the agreement and to identify new areas of cooperation. The joint committee shall meet annually to review the progress of the cooperation and to discuss new initiatives. The committee shall be composed of representatives from both governments, including officials from the ministries of foreign affairs, trade, and defense. The joint committee shall be responsible for promoting the bilateral relationship and addressing any issues that may arise.
