The Legislative Council of Zulia shall be composed of a single chamber, consisting of no less than thirteen nor more than fifteen members, who shall be elected by universal, direct, and secret suffrage. The members of the Legislative Council shall represent the entire state of Zulia, and shall be elected for a term of four years. The Legislative Council shall have the power to make laws for the state of Zulia, and shall exercise all other powers granted to it by the Constitution and the laws of the Republic.
