Legislative Council of Zulia

The Legislative Council of Zulia shall be composed of a single chamber, consisting of no less than thirteen nor more than fifteen members, who shall be elected by universal, direct, and secret suffrage. The members of the Legislative Council shall represent the entire state of Zulia, and shall be elected for a term of four years. The Legislative Council shall have the power to make laws for the state of Zulia, and shall exercise all other powers granted to it by the Constitution and the laws of the Republic.

The Legislative Council of Zulia shall be presided over by a President, who shall be elected by the members of the Council from among their number. The President shall have the power to convene and preside over the sessions of the Council, and shall be responsible for the administration of the Council's business. The President shall also have the power to appoint committees and commissions to study and report on matters of importance to the state.

The Legislative Council of Zulia shall have the power to initiate, amend, and approve laws for the state of Zulia, and shall have the power to approve or reject the state budget. The Council shall also have the power to exercise control over the executive branch of the state government, and shall have the power to investigate and report on matters of public interest. The Council shall also have the power to summon public officials to testify before it.

The members of the Legislative Council of Zulia shall be immune from prosecution for their opinions and votes, and shall not be liable for any act performed in the exercise of their functions. The members shall also be entitled to receive a salary and other benefits, as determined by the Council. The members shall be required to take an oath of office, and shall be subject to the rules and regulations of the Council.

The Legislative Council of Zulia shall meet in regular session at least twice a year, and shall meet in special session when convened by the President or by a majority of the members. The Council shall have the power to adjourn its sessions, and shall have the power to reconvene at any time. The Council shall also have the power to hold public hearings and to receive testimony from citizens and experts.
