The Republic of Portugal and the Republic of Angola shall promote and strengthen their bilateral relations based on mutual respect, trust, and cooperation. The two countries shall develop their relations in accordance with the principles of international law, including the principles of sovereignty, equality, and non-interference in the internal affairs of the other state. The cooperation between the two countries shall be guided by the principles of reciprocity and mutual benefit. The parties shall establish a joint commission to oversee the implementation of this agreement.
