Angola–Portugal relations

The Republic of Portugal and the Republic of Angola shall promote and strengthen their bilateral relations based on mutual respect, trust, and cooperation. The two countries shall develop their relations in accordance with the principles of international law, including the principles of sovereignty, equality, and non-interference in the internal affairs of the other state. The cooperation between the two countries shall be guided by the principles of reciprocity and mutual benefit. The parties shall establish a joint commission to oversee the implementation of this agreement.

The parties agree to cooperate in the areas of trade, investment, and economic development, with a view to promoting economic growth and reducing poverty in Angola. Portugal shall provide technical assistance and capacity-building programs to support Angola's economic development, including the development of its private sector. The parties shall also cooperate in the areas of agriculture, industry, and energy, with a focus on sustainable development and environmental protection. The cooperation shall be implemented through joint projects and programs.

The Republic of Portugal and the Republic of Angola shall promote cultural exchange and cooperation, with a view to strengthening their historical and cultural ties. The parties shall cooperate in the areas of education, science, and technology, including the exchange of students, teachers, and researchers. The cooperation shall also extend to the areas of arts, culture, and sports, with a focus on promoting mutual understanding and respect. The parties shall establish a cultural exchange program to facilitate people-to-people diplomacy.

The parties agree to cooperate in the area of development assistance, with Portugal providing significant support to Angola's development priorities. The cooperation shall focus on areas such as healthcare, education, and infrastructure development, with a view to reducing poverty and promoting sustainable development. The parties shall also cooperate in the areas of good governance, human rights, and the rule of law, with a focus on promoting democracy and human dignity. The cooperation shall be implemented through joint projects and programs.

The Republic of Portugal and the Republic of Angola shall establish a framework for cooperation in the area of defense and security, with a view to promoting regional stability and security. The parties shall cooperate in the areas of defense, security, and counter-terrorism, including the exchange of information and best practices. The cooperation shall also extend to the areas of maritime security and border control, with a focus on promoting mutual understanding and cooperation. The parties shall establish a joint committee to oversee the implementation of this cooperation.
