César Jáuregui Moreno, who served as Chihuahua’s state attorney general from 2023 until this year, was arrested over the weekend and charged with treason for allowing U.S. agents to join a raid on a suspected meth‑lab in the state’s remote mountains on 19 April. The operation ended in a fatal crash that killed two Mexican investigators and two Americans later identified as CIA officers. A federal court has set a hearing for Saturday, and a judge will decide whether the evidence is sufficient to keep the treason case alive.

The crash occurred when a convoy returning from the raid veered off a narrow road and plunged into a ravine. At the time of the incident, Jáuregui told reporters the Americans were “instructor officers” from the U.S. embassy participating in routine training exchanges. President Claudia Sheinbaum has repeatedly rejected U.S. offers to run counter‑narcotics missions on Mexican soil, insisting that any foreign involvement must receive prior federal clearance to protect national sovereignty.

Attorney General Ernestina Godoy Ramos said Jáuregui let foreign agents carry out duties reserved for Mexican authorities and failed to share critical information about the operation. Jáuregui, a member of the opposition PAN party, has denied the accusations and maintains that he never authorized or consented to the Americans’ presence. In addition to the treason charge, he faces state‑level accusations of abuse of public office, which he also denied in a Sunday hearing. U.S. media have reported the two dead agents were part of an expanded CIA effort to combat drug trafficking, while President Donald Trump has pressed Sheinbaum to intensify crackdowns on cartels.

A judge’s ruling on the treason charge will come after the Saturday hearing, and any conviction could set a precedent for how Mexico handles foreign law‑enforcement participation. The case underscores the growing tension between Mexico’s insistence on sovereignty and the United States’ push for joint anti‑drug operations. It may also influence future diplomatic talks on security cooperation, especially as both governments navigate pressure from domestic constituencies and the ongoing violence linked to drug cartels.
