The UK government announced on Tuesday that from 2027 only properly trained professionals will be allowed to perform highโ€‘risk cosmetic procedures such as liquid Brazilian butt lifts, vampire facials and deep chemical peels in England, with the Health Minister Karin Smyth saying the move aims to drive โ€œcosmetic cowboysโ€ out of the market and protect patients from treatments that can go badly wrong. The new rules will also ban such procedures for anyone under 18 and introduce criminal offences and fixed fines of up to ยฃ4,000 for rogue providers.

The change comes after years of pressure from health officials and consumer groups. Currently there are no legal limits on who can carry out โ€œnoโ€‘scalpelโ€ treatments, and the lack of oversight has allowed unqualified operators to set up in Airbnbs, garden sheds and even public toilets. The government began consulting on tighter regulation in 2023, but highโ€‘profile incidents have accelerated the push. In 2024, a mother of five from Gloucestershire died within hours of a liquid Brazilian butt lift, and a woman from Bedfordshire fell into a coma after a similar procedure that left her with sepsis. These cases highlighted how dangerous the market has become without clear standards.

Under the new legislation, liquid Brazilian butt lifts will be legally defined as cosmetic surgical procedures, meaning only doctors may administer them. Highโ€‘risk nonโ€‘surgical treatments โ€“ including deep chemical peels, vampire facials, dermal microโ€‘coring and certain laser procedures โ€“ will be limited to doctors, dentists and a select group of nurses, midwives and pharmacists who have completed approved training. The ban on underโ€‘18s will also cover lip fillers and facial Botox, which were already prohibited. The government says the penalties and training requirements are designed to level the playing field for reputable clinics and give patients a reliable way to identify safe providers.

If the rules take effect as planned, the industry will face a rapid shift. Clinics that cannot meet the new standards will have to close or reโ€‘train staff, while regulated providers may see a surge in demand from wary consumers. Health officials expect the measures to reduce severe complications, lower the number of deaths linked to unqualified practitioners, and restore confidence in cosmetic treatments. The next steps include finalising the legislative details and launching an awareness campaign to inform the public of the upcoming changes.
