The UK has entered formal talks with Brussels to allow British officials to join EU civilian crisisโ€‘management missions for the first time since Brexit, a move that could deepen Labourโ€™s โ€œresetโ€ with Europe. The negotiations, launched in late July after EU ambassadors approved their instructions, aim to establish a framework that would set the broad terms of future participation.

The EU currently runs 13 civilian crisisโ€‘management missions from a permanent headquarters in Brussels. These operations cover a range of tasks, from training Somali coastguards to counter piracy to advising Maliโ€™s border police and helping Ukrainian prosecutors investigate warโ€‘crime allegations. Cybersecurity has become a priority, with dedicated missions in Moldova and Armenia. The new talks come alongside discussions on foodโ€‘standards, electricity trading and a youthโ€‘visa deal, all set to be finalised before a delayed summit later this year.

A framework agreement would not cover EU military crisisโ€‘management missions, for which separate cooperation options are being explored. The UK would need to sign individual operational agreements to join specific missions. The EU has already struck similar framework deals with around 20 nonโ€‘EU partners, though most have yet to deploy personnel. A UK agreement would be the first of its kind with a former member state. The deals typically allow sharing of confidential information and set costโ€‘sharing arrangements, while nonโ€‘EU contributors can participate in dayโ€‘toโ€‘day operations but usually miss the initial political discussions that shape overall strategy. Historically, Britain contributed a few hundred personnel annually to both civilian and defence missions, less than larger EU members such as France and Germany.

If the talks succeed, the UK would regain a formal role in EU security operations, signalling a significant shift in postโ€‘Brexit relations. The Cabinet Office has said it will not comment on the negotiations, but observers note that the move could enhance cooperation on shared security challenges and broaden the UKโ€™s influence in European policy circles. The outcome will likely influence future discussions on the EU defence fund and the broader scope of UKโ€‘EU collaboration.
