President Trump signed executive orders on Tuesday that ban the sale of Canadian dairy products, motor vehicles and many alcoholic beverages in the United States. The bans take effect on Septemberโ€ฏ29, the day after Canada announced tariffs on $27.6โ€ฏbillion of U.S. goods. The orders are a direct response to Canadaโ€™s new tariffs on American cars, trucks and other imports.

Canadaโ€™s tariffs were aimed at the U.S. auto industry, which Canada says has been harmed by the United Statesโ€™ insistence on a โ€œfairโ€ trade deal. The Canadian government said the new duties would protect Canadian auto manufacturers and farmers. The U.S. trade secretary has warned that Canadaโ€™s measures are โ€œunilateral and discriminatory.โ€ The dairy and alcohol bans follow a longโ€‘standing dispute over Canadian dairy quotas and the United Statesโ€™ refusal to lift its tariff on Canadian soft drinks.

The orders will affect about 5โ€ฏmillion gallons of Canadian milk, 120โ€ฏ000 cars and 20โ€ฏ000 trucks, and a range of Canadian spirits and beer. If the dispute is not resolved, the next step is likely a WTO hearing. The United States could face a counterโ€‘action from Canada that would raise tariffs on U.S. wheat, soybeans and other goods. The ban also signals that the Trump administration is willing to use executive power to pressure trade partners. The move will be watched closely by both governments as they try to avoid a broader trade war that could hurt consumers and farmers on both sides.
